Question for The Elder Scrolls III: Morrowind

In the Gateway inn, which is right before you get to Sadrith Mora, there are a lot of enslaved Khajiits and Argonians. Is there any possible way of setting them free? Because when you talk to them there is a go free option. But when you choose it, the slave just says there is no hope. Also, how do you get rid of the ghost in the Gateway?

There is no way to set them free, als to kill it use a silver or enchanted weapon.

Wulfgar answered:

Yes, there is a way to free all slaves. First You have to find the main slaver, kill him, search, his body,(look for a key), then go to the slaves, talk to them then select the go free button.

Setting a slave free doesnt do anything, they just stay there. But most slaves can be set free if you ever manage to find the key. And to get rid of the ghost talk to one of the guys in the mages guild, hes responsible for it and will get stop the ghost from coming back if you ask him, and bribe him in most cases
