Visit the Poketech Company in Jubilife City and talk to the President. He'll give you the MOVE TESTER application for your Poketech.
Fly to Veilstone City and proceed to the Galactic Veilstone Building. Speak to the Grunt by the entrance. Pick up the STORAGE KEY after the guy leaves. Now, head over to the Galactic Warehouse behind the department store. There is also a rocky wall that you can climb up on for a FULL INCENSE.

As for the Poke tech app I received several when I went which was the MEMO PAD, MARKING MAP, LINK SEARCHER and MOVE TESTER...I just kept talking to the president repeatedly till he stopped giving me apps. In order to get the FULL INCENSE you will also have to teach a Pokemon HM8 Rock Climb.
