Soleil and her town watch allies will be surrounded. There will be multiple entry points so you have to bring Laslow to her as fast as you can. Use your riders and fliers to have more movement range. There are also scattered rubble that you can pick up and set on any location. Use this to close off certain alleys and intersections that enemies may use to reach the town guard. Your fliers will be an excellent choice here because of their reach and range. Picking up and placing the obstacles require a free inventory space and will consume a character's turn per action. There are only three rubbles you can pick up so their placement should be carefully and strategically considered.

Block intersections if you can to forcibly change the route of the enemies or place your tanks/ paired units in these intersections to force the enemies to engage them. Just make sure you have a healer nearby. The single-lane alleys and streets makes it easier to funnel enemies and will only attack them to attack a single character one to two times. Some streets are hidden from normal view so make sure to check out the overhead view especially when placing your blockade. Don't stay on the defensive; it's encouraged to do an attack initiative whenever possible.

One the third turn, more enemies will appear. In the NE section of the map where your party came from, the enemy reinforcements there will arrive at the end of the 6th turn. In the NW section, there's an intersection as well but you can't plug it close completely. You can however, block a portion then place a tank beside it so you can easily defend the bottleneck and the two-tile approach near the bridge where the enemies will be forced to take.

Placing the obstacle in the intersection on the SW will force enemies to take the single alley which is guarded by a lone guard. You can place a paired unit there, preferably someone who can sustain him/herself via HP recovering/stealing abilities. The SE section has three long winding alleys so I recommend placing the barrier behind Soleil so you can easily shuffle your forces in the intersection and back alley near the bridge.

Have Laslow talk to Soleil to add her to your army. At around the 10th turn, the ruffian boss, Zhara, will start to move from the SW. If you plan to Capture him, position Niles there. Before capturing him, make sure to save your game since your powerful unit/pair can easily defeat him in a counterattack. After defeating the last set of enemies, you'll receive a Dracoshield, Psychic, and Friendship Seal during the chapter's ending scene.
