To complete the mission, you have to rout the enemy. There are several dragon veins in the area that will intimidate all enemies within its area of effect and force them to flee. This will make your job easier but the potential EXP gain will be reduced. In the other hand, forcing them to flee using the dragon vein will make them leave gold instead. Use these dragon veins on your discretion.

You can lure as many enemies as you can within the dragon veins' area of effect. Before activating it. The problem however is when your characters are powerful enough to kill these mercenaries when counterattacking or when these mercenaries are stepping on the dragon veins where you need to forcibly dispatch them to access the veins. Have your tanks take the aggro and keep your healers ready in the background. Whether you dispatch the enemies via dragon veins or defeated them the old-fashioned way, you have to defeat Percy to complete the mission.
