The Outfit Unlocking Mini-Guide
For most games -- even games that fall under the Free-2-Play and Freemium Grinder categories, object collections are a major part of free-will gameplay, though in the case of Family Guy: The Quest for Stuff that side of the game is, like most of the rest of it, uniquely its own...
Then there is the whole "I saw THAT coming" aspect of the Outfits -- the smoldering remains of AL Harrington's being a major tip-off, especially considering it is in the adjacent zone... More speculation on that in a moment.
Outfits over Collections
In place of the typical object collecting scheme, San Francisco based game development studio TinyCo instead opted for a rather unique set of "Outfits" for each of the 18 Characters in the game.
Each character is drawn from the television show, with both their personalities and appearance as well as the nature of their Outfit (the Outfits are more like Costumes but still), with the assembly of each being more of a mini-Quest on its own.
Each Outfit is unlocked via Al Harrington's Outfits Store, and each Outfit includes its own unique set of Tasks that can only be accessed by tapping on the specific character and using the slider in the character pop-up to change them into that Outfit. Once changed, you have full access to that set of Tasks.
To get a better idea of just what the Outfit System and Scheme entails, you should load up FaceSpace and view each character and their "Profile Photo" Section which gives a better notion for the collection of Outfits that are outstanding.
Unlocking Outfits: Collecting Resources
The beauty of the Outfits Scheme is that you can play it two ways -- either passively by playing the game and letting the collections complete when they complete, or actively by pursuing the specific resources.
You may end up preferring a more active approach if you end up invested in completing the related quests - just saying... But either way try to remember that this is all about having fun, and do not allow that one small aspect (in comparison) to turn this from fun to work, right?
The Official Outfit Count always includes the Default Outfit, so all Characters will have at least one (1) Outfit minimum at all times. Because the roll-out of the Outfits is both staggered and not fully present in the game at this time (or any time for that matter) the numbers listed for the column labeled "Outfit Count" are automatically presumed to be wrong. Just saying.
The list is alphabetical, by FIRST NAME. Titles do not count. Characters whose last name is unknown are listed as NLN, which stands for "No Last Name" for the purposes of consistency.
The Image Counts from the FaceSpace Pages are used to determine the defualt count for Outfits. Where an Outfit name is not known, it is not speculated at.

Unlocking ALL of a Character's Outfits
If you want to know if you have unlocked all of the Outfits for a specific character, access the FaceSpace pages and look at the main page that shows all of the Characters photos -- any character whose photo has, in the top-left-corner, a Coat Hanger Ribbon, has ALL of their Outfits unlocked.
With the entire Outfit sub-system just being established it is reasonable to presume that just because a character only appears to have the Default Outfit - even in the FaceSpace Pages - does not necessarily mean that they eill NOT eventually end up having additional Outfits... Just saying.
So with that in mind, and already presenting the Outfit distribution in the above table, here is the detailed Outfit unlocks as of press time:

The details for unlocking each outfit is found in two places - in the game the details are found in the Outfits page that is accessed via Al Harrington's Outfits Store which you will have placed in your town.
In the guide each outfit and the specific requirements are included in the section where the outfit is added to the game - either by releasing it to a District or via the Quest and Mission system.
Consult the Guide - or Al Harringtons Store - to learn what resources you are still missing to complete the given Outfit.
FYI and a reminder - getting these is really important to your success in playing the game and building your town because (a) some of the missions require specific outfits in order to unlock and complete the specific tasks that you need to do to complete them, and (b) as each outfit comes with its own set of tasks that include different timers, having them can be incredibly useful when you need to set your entire town Characters on a specific time schedule.

How do you get S&M Lois after the pyramid event?
Yup, it seems that with each expansion they are adding additional outfits.
There is an S & M outfit for Lois and Adventure outfit for Peter, also Anime Peter, Mermaid Peter, Military Peter, and Skinny Peter and Peter with Xerxes. ( Not entirely sure what the names all are.)
The unknown outfit for quagmire is a terry robe.also, there is a 6th outfit for Peter, a mermaid
