In order to use an Action Replay cheat code for Halo 2, you must go out to the electronics video game store and buy the Action Replay disk. After you buy the Action Replay disk, you can read the instructional booklet that came with it and it should tell you everything you need to know. Really though, all you have to do is scroll through the list of all the games until you find the game that you want, select the cheats that you want, and then use them. See, really simple.
