Did you set it to rocket launchers on map? If you didnt, then you wont find one. If you set it to rocket launchers, though, then you can find them in the middle of the course around the rocks.
In the middle of the map, if you're really confused play a game of nuetral bomb, and it's next to the bomb. Also make sure that you playing with map default weapon set.
You gotta check if there are bodies of people or mutants that have those kind of human rocket launchers. If no luck just check the surroundings I hope I helped;)
In the ditch with dirt in it in the middle of the map. (weapons on map must be map-default)
Put the weapons on map default and you will find the rocket launcher in the centre of the map on a dirt track
