Once you're able to access the community center, talk to Mr. Mackey to start this quest. You'll receive his storage key so head to U-Stor-It and use the key to open the storage. You just need to place the monitor on the rack near the door. Before leaving loot the chest to the right and collect the Chinpokomon (Ferasnarf) here.

Return to Mr. Mackey to complete the quest and add him as your friend.
