Sekiro can have multiple skill trees, but you have to find their corresponding Esoteric Texts to unlock them. The first skill tree is the Shinobi Arts tree. To get it, kill enemies until you reach your first skill point. Return to the Sculptor and talk to him to get the Shinobi Esoteric Text. Commune with any idol to unlock the option to see the new option call "Acquire Skills". Access this to view your skill trees and spend collected skill points to unlock the skills you want.

Some skills are locked until you learn their preceding skill(s). In the example below, you can only unlock the Combat Art "Shadowrush" by learning the skills Mid-Air Combat Arts and Shinobi Eyes. The skill tree will show which pre-requisite skills are needed. You can only see the skill tree by communing on any Sculptor's Idol.

There are three types of skills:

Combat Arts: Powerful attacks that can be equipped. Only one combat art can be equipped at any given time.

Shinobi Martial Arts: These are passive skills that can be activated by meeting the correct conditions.

Latent Skills: These are passive skills that are always in effect once learned. Multiple skills with the same effect (like medicine potency) stack.

No Respec Option
The game has no respec option so whatever skill points you allot to a skill will be permanent. Getting new skill points will get harder and harder as you learn more skills so pick the ones that will help you out the most or complement your combat style.

Skills are permanent and will help you immensely in combat. You can review the skills you have learned so far by accessing your main menu and selecting Skills. For Combat Arts and Martial Arts, you can press Triangle to see more details like button commands and trigger conditions. These are categorized to the three types mentioned below. Unlocking the other skill trees will require certain conditions. More of that will be discussed in our guide.

Spamming Combat Arts
Most combat Arts doesn’t consume anything so it’s possible to use it in quick succession. Since the usual command for Combat Arts is L1+R1, you can keep your defense up by holding the block button (L1) then keep spamming R1. Take note that you’re not invulnerable when performing a Combat Art. Enemies can still interrupt your action, especially if you’re caught in the middle of the combat art animation.
