ANSWERS

You can get surf by participating in the event in safari zone. But this wont be easy you might need 1 or more attempts to get surf or trade with someone else to get a pokemon who knows surf. But a new badge is required if you want to use the skill.

You have to make it to the final hut in the Safari Zone and the guy there will give it to you. It's the special prize of the Safari Zone.

Go to the Safari Zone and at a point you will see a House. Go to the House, it belongs to the Safari Zone Warden. Talk to him and you'll get the HM for Surf.
