if i am not wrong fight either one of the 8 gym bosses to get it.

Many people seem to have this confused with Fire Red. In Red (not Fire), Earthquake is on the Silph Co 10F.

In Silph Co on the 10th floor. You need the Card key to get it.

Cross Stinger is right, you guys are confusing this with FireRed (which I own, so I would know since I've beaten the Elite Four multiple times)I think it's the lady who is in the room where you fight your Rival. Tell me if it is or not, I don't remember.
