If you are talking about seafoam islands, you can go to pallet town and surf south to Cinnabar island.
P.S: When you get to the gym, you can press a on the speaker thing to take a quiz, if you get it right you don't have to battle the trainer in that section!

You should use a Pokemon that knows fly. Fly to pallet town, then surf down sea Route 21 and you are at Cinnabar island. That is how you do it.
