In the building east of Fuschia city. Go up the stairs and show prof. Oak's aide that you got at least 50 species of Pokemon.

First you need to have caught at least 50 different species of Pokemon and then tal to professor oak. He will tell you to go to his aide. Talk to him and he will give it to you. But it is Exp.all which gives all your Pokemon exp. Points

I went to the place where the aide is and I have 50 Pokemon actually 54 and he keeps talking about the licking tongue he gave me, how do I get the exp.all???

The think is the person you was talking to was not Professor Oak's aid.

The person was at the west side. You need to go to the east side, which is to the right of Fuchsia city. You went to the left side.\

You're on the wrong side of the city. Go to the RIGHT of Fuchsia and up the stairs

Different versions (Reb/Blue/Yellow) may be similar, but the name does change depending on country/version (GBA/GBC)

Talk to Profesor Oak when you have atleast 50 Pokemon.He will tell you to go to his Aide for the EXP.ALL.You will find it in the nearest Gate right of Fuschia City.Good Luck!

To the right of Fuscia (or however you spell it!) City, go to the building connecting to route who knows. Then go upstairs, talk to his aide once you have over 50 Pokemon and you will recieve it.
