I know I sound like a loser saying this, but where do you get ARTICUNO?!

Don't worry I will help you.
Articuno is found at seafoam islands, where you need to push boulders around and it takes time.
As for it's location I really don't know but it is in seafoam islands.

He's in the Seafoam Islands cave. South of Fuschia city, to the right of Cinnabar Island. You will need Surf an' Strength.

Go to Fuschia and Surf south. Make sure you have a Pokemon with Strength. Enter the Seafoam Islands and find your way through. You will then come across Articuno.

Go to cinibar island and keep going right eventually you will reach an island inside articuno awaits....

It's in the veery big ice cave in the 5 boss.....

If you go from the place where you get the fifth badge tehre is an island called seafom islands. Go through there and make sure you have a Pokemon with strength. Evntually once you have put all the boulders in the water you can travel easily and find articuno.

Go into Seafoam Island and push all the boulders into the holes to stop the water from pushing you down the water, now you can surf p to where articuno is hiding.
