Can you get Mew without a Gameshark/ActionReplay code if you can please tell me?

The only way to get MEW is by GS/AR.

No, you have to use a cheating device like a gameshark/action replay.

No there is no possible way to get Mew without gameshark or action replay!!

Well actually there is a way you need to do a very complicated things by catching certan Pokemon and fighting certain trainers.It does work I tried it but I found this on the net but I'm not sure where I found it

Unbelievably, YES!!!
Beforehand, I will Guarantee if done correctly, you can get your very own Mew!
I have successfully caught Mew a few times and here is how:
1) You will most likely have to start a new game
2) DO NOT beat the cooltrainer above Cerulean City after Nugget bridge, the 2 hikers and the other dude with them for the whole game.
3) Also, do not beat the Gambler in a direct line outside the Underground pass near Lavender town.
4) When you get fly, fly to Celadon city and go through the underground pass to get to the place outside Lavender town and STOP before you get outside!!!
5) Next, save the game for the important bit
6) When you have saved, take a step outside. Then, when you take one more step forward, press Start! You do not want to battle him.(this is why you saved because you might hit it at the wrong time you will battle him so start again)
7) If it worked, you should see the Gambler at the bottom of the screen with the start menu up
8) Now use your pokemon and FLY! Fly to Cerulean city and when you do this, the Gambler should have an exclamation mark over his head but you will fly away
9) When in Cerulean city, the start menu should not work but this is normal so dont worry.
10) Go to the Cooltrainer mentioned above in step 2
11) Battle him. VERY IMPORTANT: MAKE SURE THE COOLTRAINER WALKS UP TO YOU!!! Otherwise the game will freeze and you will have to turn it off and start again.
12) after you defeat him, fly to Lavender town (the start menu should work again) and walk to the left to the route
13) The start menu should come up automatically but get out of it before doing anything!
14) Then you will battle mew at level 7 and catch it!!!!! (Masterball preffered but should still be possible with other balls)
15) You now have your very own MEW!!!!!!!!
This can also be done by versing other trainers and getting different pokemon but is not recommended.
If you beat the right trainer this will work and if not, restart and try again with the other trainers in that area.
Mew will eventually learn the moves- Pound, Mega Punch, Mimic, Transform, Psychic and i think something else. It can learn ANY MOVE so have fun!

Yuo can get a Mew without gameshark I just tried it and it worked. Make sure you only have 5 pokemone. You need to beat the 5 trainers on nugget bridge then the rocket member. Go straight up then left. Once you hit the cliff go down but don't let the trainer see u. Capture an abra then teleport back to the Pokemon centre. Travel up nugget bridge again but this time save once you get to the top. This time you're going to want the trainer to see you but the tricky part is that you have to press start before he can battle you. If it is done correctly the ! Will go over his head but you will teleport to the Pokemon centre. Then go and battle the first trainer in misty's gym but make sure he walks to you defeat him then go back to nugget bridge and your start menu will pop up, press the B button and you will be fighting mew. Make sure to have lots of poekballs and someone who knows sing. And then you will have a level 7
Mew.

You don't need a game shark or action replay, I caught Mew without it 4 times.
