What Pokemon do you have to have to fly so you can surf. And where do you get the hm to fly

ANSWERS

Pokemon good for flying: Pidgey, Pidgeotto, Pidgeot, Articuno, Moltres, Zapdos.
Pokemon good for surfing: Gyrados, Lapras, any water Pokemon really...

HM Fly is found north to the entrance to Fuschia city, you must cut to access a small house there.

You don't need a Pokemon that knows fly to have surf. Fly is located to your left of the big city with the big store. You do need cut to cut down the tree blocking the way to fly though.

You don't need fly to surf dude,you can get fly on the road going to the bike trail coming from the city where the 4th gym leader lives,just cut down the little tree and go inside the house to get the HM fly.

Any flying Pokemon can learn fly... And you get HM fly where the first snorlax is, after you cut the tree, and go to the house on the other side (near cycling road)
