You get HM05, Flash, on Route 2. You have to show Professor's aide at least 10 different types of Pokemon.

First go to Diglett Tunnel, which is in Vermillion City. Got through the cave and follow the path til you get to a building outside the tunnel. NOTE: I said building not the house. At the house you can trade Abra for Mr. Mime. But anyways, in the building talk to Oak's Aide and he'll give you the Flash HM, if you have the right number of pokemon. I think it's like 20 or so.

Capture at least 10 kinds of PokÃ©mon and go to the checkpoint on Route 2. The Aide in there will give you HM05 (Flash).

Show Professor Oak's aide on Route 2 ten different types of Pokemon and he will give it to you.

Once you have ten Pokemon or seen ten Pokemon then go to route 2 and go to the profs aide. He will give you HM flash.
