You can find the HM containing surf in the Safari zone which is located in Fuschia City. The HM is hidden within a hidden house somewhere in the Safari Zone. http://www.supercheats.com/gameboy/pokemonredwalkthroughs.htm

I cannot remember the exact path, so just look at one of those walkthroughs for the correct path, or you can find a video of it on youtube.
