Get the Expansion Card at Lavender Town after finishing the Power Plant business. In Vermillion, set the Radio on the PokeGear on PokeFlute and go to the Snorlax (It'll be at LV:50)

Actually, you can't find any Pokemon flute.. But... But.... But.. You can use it by tuning to your radio... Solve the problem in the power plant and go to lavender town.. Talk to the guy who's facing the wall.. He will give you an EXPN card... The tune now to your radio and find the channel that plays the pokeflute.. That all.. (^^,)

You need to get the radio card from the tower in Lavender town. Then go to Snorlax and play the poke' flute channel and he will wake up.

And also PokeFlute is on the radio channel 20 or half a station from the last station
