Go to Olivine City and go to the Cafe next to the Pokemon Center.
Talk to the sailor and he should give you the Strength HM.
In Olivine City there are a few people in a house.
Talk to the sailor and he'll give you the Strength HM....
Because she just lays there thinking "get off me already". Therefore she uses none of her strength.
