After you arrive in Kanto, you can battle the Kanto Gym Leaders.
Lt. Surge - Vermillion City
Sabrina - Saffron City
Misty - Cerulean City (She will be in her Gym after you have found the Stolen Part from the Power Plant and have seen her outside Bill's House)
Erika - Celadon City
Janine - Fushia City
Brock - Pewter City
Blaine - Seafoam Islands
Blue - Viridian City (He will be in his Gym after you have talked with him on Cinnabar Island)

Cool thing you probably didn't know if you go to the cave you caught mewtwo in red blue and yellow you can battle red all his Pokemon are over level 70
