That Depends on which one...
1) Old Rod - Talk to the fisherman in the pokemon center that is right beside the entrance to union cave (near Violet City)
2) Good Rod - ????
3) Super Rod - En route to Fuschia City in a small cabin on the road which is to the right of Vermilion which is blocked by the sleeping snorlax
