After defeating the Elite Four, there is the Move Tutor around the Game Corner in Goldenrod City who will take 4000 coins (hence coins, not money) to teach your Pokemon some of the best moves in the whole Pokemon move repuituire. He appears on Saturdays.
You have to beat the Elite four then go to Goldenrod City and go to the move taughter,you will have to give him 4000 coins he does not want money.
