Here's a helpful suggestion: Try searching the South East cave of the Whirl Islands after getting the Silver Wing.. I think that's where he is hiding. Of course the duplicating cheat works, why wouldn't it??!!!

Go up to the Northeast Island and try to keep going up once you get inside and after a short while you"ll be on an island with only water around you then use surf and go down the waterfall go left a little then you're there.
P.S. It took me about 4 minutes to get there and i'm only 9 years old.

Go to Route 41 and go to the NORTHEAST entrance to the Whirl Islands. Bank towards the north and you will come to a steep waterfall. At the foot of the waterfall, you will see a hole. That leads to Lugia's domain. You must have the Silver Wing to face it.
(It does indeed work, that's not hard to maintain. It helped me with a nasty series of Stone subjection evolutions and to get Espeon and Umbreon.)
