1.She is by Bills OLD house.
2.You have to beat all the kanto gymleaders.
3. Anywhere in the Johto region.
4.Talk to the Copycat. Then go to Vermilion, talk to the fat guy inside with a clefairy. Then when you have it take it back to her and youll get the pass.

1.She is near where bill lives,so go that road where all the trainers are.

2.You have to win all 16 badges and then talk to Oak,then go talk to that guy on the left side in side the building before you go to take on the elite four.

3.It could be any wheres in Johto dude,I found him wast from eratike city.

4.I can't remember,but I think you talk to a girl in saffron city who owns a ditto and she looks for one for you.

1.she is at the docks.just go over the bridge at the top and go all the way right.then go back to the gym.(walk to the left of the square part in the gym and talk to the top left part in the square. Thats for the power plant).

2.first you need to get all the badges in kanto.then go to the elite four beat it then go back to the entrance and the guy that was on the left is gone.

3. Raikous can be anywhere but when it's on your map.try to sneak up on it.(don't fly to it walking keeps it there).

4.go to saffron city and talk to copycat.then go to vermillion fan club talk to the guy with the clefairy.it is really a doll.he gives it to you.take it back to copycat and she will give you the pass.
