Once you've sorted out the situation at the Power Plant, talk to Copycat in her home on the second horizontal street from the north in Saffron City; she'll tell you that she's lost her doll. Then, go to Vermilion City's Pokémon Fan Club and talk to the man next to the Clefairy doll; he'll show sympathy for Copycat and surrender it (it will be in Key Items as 'Lost Item'). Return to Copycat and give the doll to her to receive a Pass to board the Magnet Train.
