How do you get Ho-ho and lugia.I have silver wing

With the Silver Wing, you can head over to the northeast Whirl Island, bank northward once inside, and sail down the waterfall and go in the hole at the bottom to face Lugia. For Ho-oh, you need to capture or defeat the Legendary Dogs and then talk to Eusine in the Celadon Pokémon Centre, and then get the Rainbow Wing from the elders in Tin Tower and ascend the tower from there.

First of all, don't worry about getting Ho-Oh if you don't have the Rainbow Wing. To get the Rainbow Wing, beat the Elite Four, and go to Pewter City. To get there, you will have to take the ferry from Olivine Town and go to Vermilion.

Go ahead andd defeat Lieutenant Surge(because you have to defeat all of the Kanto gym leaders) and go to Diglett's Cave and travel to Vermilion. Then go North to Pewter City and there's an old man who will give it to you after you defeat Brock. Then you will receive the Rainbow Wing. Travel back to Ecruteak City in Johto. Make sure you have an Escape Rope.

Go to the Tin Tower and talk to the guy and he will recognize that you have the Rainbow Wing and he will let you in.

Go through the many, MANY puzzles inside and soon enough(if going through hours of nonsense is your kind of excitement for one day) you will get to the top floor to fight Ho-Oh and MAKE SURE YOU SAVE BEFORE YOU FIGHT HIM. He's very hard to catch. If you have the Silver Wing, then SURF to Cianwood. Make sure you have HM08 Whirlpool, HM03 Surf, and HM07 Waterfall.

Then use Whirlpool on the whirlpools. Go inside one of the islands. There is also a long puzzle to figure out again.

When you get to Lugia you will see him sitting there. Make sure you save because he is the hardest Pokemon to catch.

Acgmindmaster12 is wrong, and by the way acgmindmaster12, you can get Ho-Oh before the Elite Four, you just have to Capture Suicune, Entei, and Raikou, then go to the man IN THE TIN TOWER, NOT in Pewter, he will give you the Rainbow Wing and let you in, but either way, this person already has the Silver Wing, so it doesn't matter whether you have to beat the Elite Four, which you don't. As for Lugia, go to the NorthEastern island of the Whirl Islands go in, use Flash, take the top route, go down the stairs go down the lump that you're on, (seeing as it's the only way to go) go down the stairs find the next cave opening, Surf down the waterfall go into the cave opening on your left and Voila! Lugia!

P.S. To get out, theres a ladder on the opposite side of the water, go down the ladder, and it's pretty obvious on how to get out from there.
