To get to Pewter City, you have to defeat the Elite Four to receive the SS Ticket from Elm, then head to Olivine City and set sail to Kanto. I can't give you any instructions from there.

But I can. Like they said, get the ticket, go to Kanto. The Snorlax (I'll also mention the ONLY Snorlax in the game) is blockin' the way to Diglett's cave, which incidentally is the only way to get Pewter, but you can't do anything about it yet, seeing as you can't get the Pok'eFlute in this game, so what you do is you go through Rock Tunnel to the East of Cerulean, (on your way there, you may as well beat the two Gym Leaders in Vermillion and Cerulean seeing as you need to beat all eight Kanto Gym Leaders in order to gain access to Mt. Silver) which should put you in Lavender Town. Once in Lavender (did anyone ever notice that all the Towns and Cities in Kanto are all named after colors???) go to the Radio Tower there, someone there (I can't remember who) will give you the EXPN Card (Expansion Card) with the Pok'eFlute Channel on it, now that you have what you need to wake sleeping beauty, head on over to Route 11 via the Fishing Bridge. Put on the Pok'eFlute Channel and press A while facing Snorlax, it'll say "set the Pok'eGear down next to Snorlax." He'll wake up, attack you, and will be at Lv. 50 catch him, don't faint him, and use Heavy Balls, then go through Diglett's cave to Pewter, which incidentally is also where you get the Silver wing you asked how get, there'll be an old dude next to the Pokemon Center, talk to him, let him ramble, and he'll give you the Silver Wing!
