Hi here's my question:
<BR>Well I haven't defeated the Elite 4 yet and I really want Lugia. I know to go to the whirl islands on the way to Cianwood but when I get there a lady says you need a thing called Silver Wing to see it. I have a Gold Wing and I beat Ho Oh but I really want to catch Lugia and I need to know how to get Silver Wing. Thank you to anyone who answers.

Well, you have to go to Pewter City and talk to the old man near the trail towards Mt. Moon. He'll tell you about how he traveled the world or something like that (XP I haven't played the game in awhile) and he'll give it to you.

I am sorry but you have to defeate the Elite Four before you can get Lugia. When you have defeated them, you can go to Kanto. You go to Pewter City and there is an old man. If you cannot find him talk to everyone outside the houses. H will give you the Silver Wing. Hope I helped

Defeat the Elite Four, grab the SS Ticket from Elm, then head to Kanto. You will need to head to Pewter City and talk to an old man around the Pokemon Center there.
