ANSWERS

1) you should get it from the director in radio tower after saving him.
2) the only way to get the GS ball is to use a gameshark

And this one is easy too but it takes some time.
I will tell you step by step:
1.Beat the E4
2.Go to Celadon City in the Pokemon center and talk to Eusine.
3.Go and catch three dogs(suicune,entei,raikou)and talk to Eusine again.(he will go to Tin Tower).
4.Go to Tin Tower in Ecruteak City and meet Eusine, talk to a old man and he will give you the Rainbow Wing, some stairs will appear, go up in the top of the tower and there is HOHOHO in level 60. Be prepared for a hot battle.

1: you don't, you to catch all three legendary dogs and ho-oh then appears at the top of tin tower
2: use a cheat cartridge

You get the rainbow wing after you get all 3 legendary dogs and go to the Tin Tower and talk to the man who is at the other end of the building. I think you have to use a cheating device to get the GS ball.
