ANSWERS

Silver Wing comes from the old man next to the Poké Mart in Pewter City. Rainbow Wing comes from the Tin Tower elders once you capture Raikou and Entei and report to Eusine in Celadon City.

You get silver wing from a man outside in pewter city on the way 2 mt moon.
To get rainbow wing you have to save the director and he should give you it.

The Silver wing you get it at Mt. Moon where all the trainers are there and a man will give you an item from Johto (The Silver Wing). The Rainbow wing you need to catch all 3 dogs and go back to the guy at Mt. Moon and he'll say "I went back to Johto and found this Item so he'll give you the rainbow wing. Hope I helped and I still need help on getting to Pewter and Pallet town.
