You get the Rainbow Wing after capturing the Three Legendary Dogs and talking to the man at the back in the Tin Tower.

I realize it sounds very blunt, but that's the way it is.

It will. You have to capture all the legendary dogs and then you'll be able to find Ho-oh.

You will need to capture Entei, Raikou, and Suicune, and then talk to the monk guarding the entrace to the upper levels of the Tin Tower.

1) You need to catch all 3 legendary dogs, easiest way is just to clone a Pokemon holding a master ball a few times buy about 50 max repels, if you havent seen any of the dogs yet, search the areas south of Ecrutek (forgot the route, the one right below the city) I've found both entei and Raikou there, or you can try the "T" shaped patch of grass west of ecrutek or, if you've seen either of the dogs, make sure they're right between the area below lake of rage and above mahogany town (route 43). Fly to mohagany town and go to route 43 and search in the grasses there. The trick is when you fly to mohagany town, you trap the dog so it can't escape. Thats how I got entei and ho-oh that day. I got that tip from someone else.

2) To get Ho-oh, after you''ve got all 3 dogs, go back to the tin tower and the man will give you a rainbow wing and stairs will appear. It's a maze upstairs.
