ANSWERS

Go to Azalea Town then go to Union Cave. Go far north thne exit. If you see tall grass, you might find a Smeargle

Misdreavus- In Silver Cave at night

Smeargle- In the grass near one of the puzzles in the Ruins of Alph at any time of day.

Misdreavus appears in the blue part of Silver cave at night around levell 40-50 i think.
Smeargle appears in the grass in Ruins of Alph (you have to cut through Union Cave to get there). He appears whenever its light out.

Misdreavus appear in Silver cave... I'm not sure if it appears on any specific floor or time of day, maybe nighttime...
