Fix the power plant and talk to the director in Lavender radio station.

He'll give you an Exp.Card for your radio.

Use the Pokeflute on the radio on the Snorlax and he'll wake up.

You have to go to Lavender town after you return the Missing Part to the Electric Generator at the Power Plant just below the Rock Tunnel.

You do this by going to the Cerulian City gym, when Misty isn't there, and you have to fight the Team Rocket Guy.

He ony has a Level 30 Golbat, and HE was the best Rocket back in Johto?! ahhh, but i suppose thats why you destroyed them back in Johto....

Anyways, once you get the EXPN card for your Radio from the guy in the black tux and top hat at the Radio Station, walk up to Snorlax and put on the Pokeflute Channel, then exit out of the Menu and Push A on Snorlax. Then he'll attack you.

Firstly, recover the missing part to the Power Plant.

Then, there should be somebody to talk to in the Lavender Radio Tower.

I am uncertain who, but after chatting to him, he will hand over a card for your Radio.

Tune your Radio to PokeFlute, then talk to the Snorlax.
