How do you catch Lugia/ho-oh and the three legendary dog Pokemon?

You need the Silver wing for Lugia which you get from a man in Pewter City. Once you have it you can find Lugia in the Whirl Islands. For Ho-oh you need the Rainbow Wing which you get from the someone in Tin Towner after you've seen/caught all three legendary dogs and have all the gym badges. That is if my memory serves right. You'll find Ho-oh at the top of Tin Tower. Raikou and Entei you'll encounter randomly in the wild. For Suicune you need to encounter it in diffract places around the region, Route 36, Mt. Mortar, and Cianwood are where you'll spot it. Now you'll need the Clear Bell which you'll get from the Radio Tower director after you save him. Now just go to the house next to Tin Tower and battle the three old men there. After you beat them I suggest you save. Now just go to the Tin Tower and you should encounter Suicune where you'll have a chance to catch it. Most of this is from memory so it might be wrong but I think it's correct.

After you get the silver wing do you have to do something first before finding Lugia cause in the caves I can't get to where the water and then you go down the waterfall
