You say you have two ninja-dressed people blocking the entrances to Kanto and Silver Cave. Here's what you do:

1. To remove the guard blocking the way to Kanto, defeat the League, obtain the S.S. Ticket from Professor Elm, take the S.S. Aqua to Vermilion City in Kanto, and work your way through Kanto until you reach Viridian City. Where you reach the League in Red, Blue, and Yellow is the route you should take. You'll come to a building at the end of Route 23. Walk in, and you'll find that the guard blocking the way to Route 23 from the Indigo Plateau registration hall has left—permanently.

2. To remove the guard on your left, you must defeat the Gym Leaders in Kanto—every single one of them. Then, go to Pallet Town, speak with Oak, and then he will arrange for you to be able to access Silver Cave, thereby removing that guard.

Note: Red lurks in Silver Cave, which is situated at the end of Route 28. This is his party:
Pikachu (level 81)
Espeon (level 73)
Snorlax (level 75)
Charizard (level 77)
Blastoise (level 77)
Venusaur (level 77)
All you basically need is a strong Golem and Zapdos to take them on with. Golem should know Earthquake and Rock Slide; Zapdos should learn Fly and Thunder. Better yet, train one of the Larvitar or Pupitar that you'll find in Silver Cave until it becomes a Tyranitar. Larvitar evolves into Pupitar at level 30; Pupitar evolves at level 55. Tyranitar learns Earthquake at level 61.
