You can trade anytime.
All you need is the link cable that connects to the side of your Gameboy and in the game a Pokemon Centre.

You can trade as soon you as you get pokeballs. However If your using a GBA you have to use the game color cable or and unversial cable for some reason I had that problem before too.

You should be able to trade at any time after you get the pokedex. If you can't, then there is probably somthing wrong with the game
