It is not a Pokeflute this time. It is a radio card for your Poke gear that you obtain in Lavender town. It opens the channel that plays the flute music.

To wake up the sleeping Snorlax, get a Kanto radio card and go near the sleeping Snorlsx, go to the Radio in the Pokegear and turn to the Pokeflute channel.
