The next set of Legendary Pokemon found in Johto Region / Second Generation are Lugia and Ho-Oh, really the mascots for the region. Lugia and Ho-Oh are both Flying Type Pokemon, but Lugia has a secondary typing of Psychic and Ho-Oh of Fire, respectively.

Lugia has been in a number of Games and specials in the anime, most noteably for the movie The Power of One and it's cover of the spinoff sequel Pokemon Gale of Darkness. It was the only one, with the help of Ash, to stop the Legendary Bird Trio from raging in the sky; it was also suppose to be the ultimate Shadow Pokemon in Gale of Darkness, told to be unable of purification. It also had a baby Lugia in on episode, spawning the theory that some Legendary Pokemon can, in fact, breed.

Ho-Oh, however, wasn't and still isn't as prominent as Lugia was outside the Johto Games. The only real claim it has was being the first ever Legendary Pokemon to been seen in the anime. Ash never knew what it was, and he has actually seen Ho-Oh on a number of occasion in the anime. Yet, he has never seen it up close, face-to-face. Perhaps the creators are saving that as a first/last episode sort of thing.

Both of these Pokemon are indeed Legendary Pokemon, yet they each have had a few Wi-Fi Events. Both Pokemon are also rather defensive Pokemon in competitve play, but Ho-Oh is obviously the more offensive of the two, while Lugia is a more speedy defensive Pokemon that can use moves to boost it attacking power. Along with their Defensive Powers, both have received incredible Hidden Abilites (Regenerator for Ho-Oh and Multiscale for Lugia) to further boost these stats.

#249 - Lugia: The great thing about the Second Generation Tower Duo is that they can be found in all three Second Generation Games, and their fourth generation remakes, even if they aren't the face of the game and plot. Lugia can be found deep inside Whirl Islands in Gold, Silver, Crystal, Heart Gold, and Soul Silver after obtaining the Silver Wing. It could also be found in Pokemon Fire Red, Leaf Green, and Pokemon Emerald on Naval Rock if you received the Wi-Fi Ticket Event to go to the island. It was later obtainable in Pokemon Alpha Sapphire on the Sea Mauville.

#250 - Ho-Oh: Exactly like Lugia, Ho-Oh was also found all three, and two remakes, of the Second Generation Games. It could be found in Tin/Bell Tower in all five of those games after obtaining the Rainbow Wing. It also could be found on Naval Rock in Pokemon Fire Red, Leaf Green, and Emerald, but only if you received the Ticket Event for such. Also similar to Lugia, it too can be found on the Sea Mauville, but only in Pokemon Omega Ruby.
