Question for The Sims 3

How do you place a blank lot in Sims 3? In sims 2, you could choose a lot of any size and place it anywhere. I can't seem to figure out how to do it in sims 3! The neighbourhoods only have afew empty residential lots, once they are full, what are you supposed to do???

Placing empty lots is difficult and only works once you get the hang of it... Go to edit world and you'll see the blank lots you can place. Although most time once you place them and put something on the empty lot, the stupid thing levels very strangely usually up at a very steep angle and you can't lower it again or place steps or anything. You have to place it spot on the edge of the road or it will always level up to where the sims can't visit the location and get in without stomping and waving that they can't get past the steep hill... Good luck, I managed to place a few after many months of frustration and practice but the back of the lots are still inexcessable but at least they can now enter the lots.
