It's on a northern route right near the weather center. Up ahead of it, there should be some bodies of water in a river. Just surf in that and cast out a rod, you should find it eventually. Note that it's extremely difficult to find, let alone catch.

Feebas is located by fishing on Route 119. However there is one small drawback-it appears randomly on only 6 water tiles on the route. And there are around 400 water tiles.

Visit this page for a small guide (look in the 3rd Generation Section).

The only way to get him is to fish in every water tile and get a little bit lucky. I was extremely lucky and found him after a few rod drops.

Use the Old Rod for best effect.

Also, when you find him in one tile, he appears over 50% of the time on that tile, so stick to the same one when you find him.

Using super rod may take longer because a feebas is a weak pokemon. Super rod is best for catching stronger Pokemon like wailmer.
