You can use any rod to catch a Wailmer which evolves into Wailord at level 40. But, you can catch a Wailord on route 128. But, I suggest you wouldn't do so. He's really rare. Wailmer is pretty decent to find AND catch. To catch him, I would go to Mossdeep and go to the shallow water area. Due West. There is a sandy spot and a few tree's, I think.

Use any rod anywhere in that area. You should eventually run into a Wailmer any time soon, and catching him is pretty easy. But, to be safe, use some ultra balls. Now, once you catch him, train him up to level 40. Now, you have a Wailord!

To catch a Relicanth, you don't need any rod. Go to Sootopolis (after obtaining the 7th badge -obviously-) and use dive on the outskirts of it. And, there is a lot of seaweed, where Pokemon are found. Relicanth is one of them. Amazing, huh? Unfortunately, Relicanth is pretty rare and this is the only way to find him. So, you're stuck until you find and catch one underwater (as mentioned, outside of Sootopolis).

Relicanth you get underwater by Sootpolis City.

Wailord is difficult to catch with any rod. You would need a Super Rod, but it's just easier to evolve it from Wailmer at lv. 40.

You find Relicanth underwater around Sootopolis. To get a Wailord you need to fish around Lilycove with a good or super rod and cath a Wailmer. Evolve it at lv 40 I think.

For Relicanth you need to look underwater on Routes 124 and 126. For Wailord you use the Super Rod on Route 129 or evolve your Wailmer at level 40.

To get Relicanth search the 127 and 128 underwater routes, it is quite rare so it may take a while.
To get Wailord evolve a Wailmer at level 40, or catch one in route 129.

You catch relicanth underwater anywhere but it's rare and it's almost impossible to catch wailord so I suggest catching walmer and evolve it (lv.40) you can catch it in pretty much anywhere with a super rod.

You look at the diving place near Mosdeep city to catch relicanth and I would evolve a whalmer. It evolves at Lv.40

to find walmer youst use super rood near sootopolis (lvls in 40) and relicath you have to use dive underwater and walk trough the seagrass, it is a rare pokemon and it will take a wile to meet him. when you have both wailord and relicath can you get all the reggis (reggice-rock-steel) so after all its a smart to get them both.
