Im sorry, But in yellow you cant.

But in Red and Blue, Yes.

The procedure are as follow:

1)Talk to the man on your way to pewter city

2)he will have an option to teach you on how to catch pokemon

3)Press yes, and he will go on to teach you.

4)Press A or B(Eihter one)hard and go to cinnabar Island

5)Go to the right side of Cinnabar Island, swim a couple of times and Missingo should appear.

Note: Place the item you desire on the 6th line and it should work.

Put your Rare Candy as your 6th item as a Rare Candy, and, RUN away. It will diplucate. If you want to move items, press Select and press A where you want it.
