I know where you can find one. In Cerulean City, head to the house of the guy who tells you what each of the Gym Badges does (I think it's the north-westernmost house) and walk into his garden. There appears to be nothing here, but walk around the perimeter tapping A as you go and you should pick up a Rare Candy.

rare candies are spread all over the kanto, you can find one in mt. moon, cerulean city, celadon city, fuschia city, the power plant, the mansion, and many in victory road.
