You have to go through the Rock Tunnel to get to Lavender Town. Rock Tunnel is in Route 10,you'll need to cut the small bush to enter that area of entrance of Rock Tunnel. You will need to teach Flash to one of your Pokemon to go through the tunnel. After you have reached Lavender town,there is an Underground Path for Lavender Town-Celadon City.
