Actually, you don't Learn Cut.
You are given the Hidden machine cut, to teach to a pokemon.
You are given it in the S.S. Anne, the cruise ship in Vermillion Harbor.
After helping out the Captain, he will give it to you.
You then can use it to teach one of your Pokemon the move, Cut.
Please note: you must have obtained the Cascade Badge (by defeating the 2nd Gym) Before you can use it to chop down trees outside of battle.

There is one problem.You need to have caught a pokemon that learns cut naturally to even get out of ceriliean city

^ nope. you need to meet Bill and then the policewoman will move from the front of the house, then you can go through the back door of the house and hop off the ledge to get out of the city.Undert0w answered:
