You can find him at Lv:60 or Lv:65 at the Unknown Dungeon.

You can find Ditto in the final room of Cinnabar Mansion. You can also find him in Cerulean cave which can only be accessed after beating the elite four.

You can also find ditto on the path between the safari game city (cant remember the name) where you also battle koga and the house where you get the super rod.
This would be the path after the aide who gives you the exp. All

You can also find him at the fire tower in Cinnebar Island. I found him in the basement next to where you can get the Secret Key to unlock the gym

You can find it in the Pokemon mansion on cinnabar island, but it only has a 10% encounter rate so it is pretty rare.
