Hi for some reason the lady in the city with the gym that says gym gym will not give me the bulbasaur, can you tell me why?

They all say that by the way, but I know which one you are talking abotu (Cerulean). It is most likely a glitch since my friend had that too even after he beat the Elite Four.

Getting Bulbasaur depends on how happy pickachu is, basically if he gets Ko'd ina battle he will not be so happy, however if he wins battles he will be happier, putting him in your pc will really upset him, and have him at the top of your party as often as possible. Hope this Helps

P.S the women should give you a hint as to how much your pickachu likes you, when it likes you a lot she will decide that you deserve to have Bulbasaur.

To have Pikachu like you a lot, (to get Bulbasaur) make sure he has full health, then use a potion or another health replenisher on him. It'll say that it won't have any effect, you won't lose a Potion, and Pikachu will be happier. Use it about 5-10 times, then Quick talk to the lady. If you have an empty slot, you'll get Bulbasaur. If not, use more Potions on him.
