Yes pikachu can walk around with you the whole game except when you are on your bike but when you get off your bike he will be there

Duh!Of course!If you put him in your PC however...
1.He won't be with you until you take him out.
2.He will hate you for a while, well, only for about 5-10 steps.
And you might not want to trade him...
