I know where you can find all the pokemon in the whole yellow version, I've got all 151 pokemon there and I can tell you where to get those 4 pokemon.

1) gastly-go to celadon city and go to game corner then defeat a rocket there and when you defeat him, look under the poster.

You can go down the stairway then look for a silph scope there, when you already have the silph scope, go the pokemon tower in lavender town, there you will find gastly.

2) charmander-go to cerulean city and go up the nugget bridge and you will find a guy near tm45 (thunder wave), talk to him and he'll give you a charmander.

3) Squirtle-go to vermillion city and get the cut hm and lose purposely to any trainer on the boat.

(p.s. don't go inside the ship ever, when you have surf, surf to the waters near the ship after the sailor let you through) then fight lt.

Surge and get the thunder badge, after that, talk to the police at the center of vermillion city and she will give you a squirtle.

4) Eevee-go to the back door of the celadon mansion then keep on going through the doors and when you reach a rectangle-like house, go inside and you will see a ball, get the ball and you'll have an Eevee.
